This is extremely helpful in identifying our priorities as a children's services directorate together with our partners, it builds upon the original outcomes and aims yet sets out indicators in greater detail than the 2005 framework. The framework provides a very good summary of issues set out in the DCSF Children's Plan.

Background
MYPLACE is an opportunity to improve places to
go for young people, respond to local need; demonstrate partnership working;
ensure robust management and leadership arrangements; ensure development is
part of a strategic approach, whilst striving for excellence in building
design, accessibility and sustainability.
The views, aspirations and needs of young people should drive the development of the strategy, helping to increase their stake in their community, and give a sense of ownership. Young people need to active participants in making decisions about new and improved places to go and the services offered to them.

What’s going on in the CYSS project teams:
Integrated
Systems and Processes
Work is now complete on a Draft Tier 2
information sharing protocol. This will be taken to the next CYSS Project Board
meeting in June to gain approval/sign up. This will then be followed by a workshop
for stakeholders to develop Tier 3 – Operational Arrangement sharing protocols.
The work around the development of systems
and processes for CYSS continues. Investigation into developing a IYSS system
using a current Children’s Services package is being undertaken, and we await
preliminary findings on viability. Any system developed must comply with the
Deloitte high level requirements, architecture and road map (Dec 2006).

Things really seem to be moving with the
TYS Pilot in
Within the Pilot area the ‘Focus on Friday’
initiative got a really positive response from the Neighbourhood forum. The
forum is proposing to support a youth activity day during the summer holidays
where young people will have the opportunity to express their thoughts about
services.
An excellent workshop session was held,
with wide representation, looking at the Police response to reports of Anti
Social Behaviour by young people. It is expected that a response that has
previously been singe-agency will become multi-agency
engagement seeking to direct young people towards more positive activities
while working with communities to address their concerns.
Those who attended
contributed to a lively and really productive debate – an excellent example of
TYS planning in action.

What is happening around the commissioning
of services
from April 2009 onwards?
The commissioning process is under way for
the procurement of services through Cumbria
Youth Support Services. There is a Stakeholder event on Monday 23 June 2008 at The
At this event we will provide information
on the process behind the tendering of Cumbria Youth Support Services.
This will be followed at a later date by a
supplier engagement day, facilitated through Corporate Procurement
to look at the service specifications. This meeting will be open
to all interested parties.

The Youth Opportunity Fund (YOF) gives young people aged 13-19 the power to decide how money is spent on their behalf so that they can start their own projects to improve the activities available to them in their local area and help other young people in their community. What kind of project the young people come up with is up to them.

The Youth Capital Fund (YCF) works in a similar way to the YOF but, instead of being to pay the salaries of staff and equipment for clubs and other activities, this money will be to create or enhance facilities such as buildings or outdoor spaces. As with the YOF, young people will get the opportunity to be involved in the decision making process so that they can have their say on what the funds should be spent on.

Following new guidance there has been some
changes to the YOF/YCF guidelines and application form.
There will be two closing dates for the year 2008/2009. These will be Wednesday 11th June
2008 and Wednesday 29th October 2008.
